Ottawa sanctions Streit Group over Russian arms supply

- Streit Group, the UAE-based armoured vehicle maker founded in Ontario in 1992 by Guerman Goutorov, faces Canadian sanctions for supplying vehicles to Russia's military — over a year after the EU imposed similar measures in October 2024.
- Foreign Affairs Minister Anita Anand announced the sanctions Monday, citing "multiple credible reports" of Streit vehicles deployed by the Russian National Guard in Ukraine, and said the measures will disrupt Russia's capacity to acquire military technology.
- Streit founder Guerman Goutorov, a Canadian businessman who reportedly holds Russian citizenship, was separately sanctioned by the EU in April but remains unsanctioned by Ottawa.
- Ukrainian Canadian Congress CEO Danylo Korbabicz welcomed the sanctions while criticizing Ottawa for not sanctioning Goutorov, saying it "points to the necessity for the government to dedicate more resources to investigating and enforcing export and sanctions law."
- The announcement cited only the Russian connection and omitted longstanding reports of Streit vehicles supplied to Libya, Sudan, and South Sudan in defiance of international arms bans — vehicles that Project Ploughshares researcher Kelsey Gallagher said "routinely appear in the arsenals of bad actors" including Sudan's RSF.
- Anita Anand told journalists last November she was "looking into" reports of Canadian companies including Streit Group supplying equipment to Sudan's RSF, promising action on Canada's arms embargo and the Arms Trade Treaty — issues absent from her Monday announcement.
