Hamas Elects Khalil al-Hayya as New Political Chief

- Hamas elected Khalil al-Hayya as the new head of its political bureau on Monday following a run-off vote in the General Shura Council against former political chief Khaled Meshaal, after neither candidate secured a 50 percent plus one majority in earlier voting.
- Al-Hayya succeeds Yahya Sinwar, who was killed by the Israeli army in Gaza in 2024, and will serve out the remainder of the current electoral term ending in 2027.
- Al-Hayya served as Hamas's chief negotiator in indirect ceasefire and captive exchange talks since October 2023, heading delegations mediated by Qatar and Egypt and operating primarily from Qatar's capital, Doha.
- Al-Hayya survived an Israeli attack on a Doha residential complex in September 2025 that killed his son Humam, his office director Jihad Labad, three bodyguards, and a Qatari security officer.
- Al-Hayya has lost multiple family members to Israeli strikes across successive conflicts: his son Hamza in 2008, his eldest son Osama, his wife and three grandchildren in 2014, and his son Azzam who died in May 2026 from injuries in a Gaza City air raid.
- The election reflects Hamas's 2021 internal framework requiring top leadership positions to reflect its three key geographical sectors — Gaza, the occupied West Bank, and the diaspora — with al-Hayya serving as the exiled Gaza leader.
Why it matters: Al-Hayya's installation keeps Hamas's wartime lead negotiator at the top during Israel's ongoing military operations that have killed more than 73,000 people, preserving continuity in Qatar- and Egypt-mediated ceasefire diplomacy while the movement's institutional electoral process operates under active conflict.
