Arizona Becomes Test Case for AI Data Center Strain

- Arizona has become a bellwether for AI data center challenges, with Arizona Corporation Commission member Kevin Thompson saying utilities need to double their 100+ year infrastructure buildout within the next four to five years to keep up with demand.
- FERC is expected to propose rules Thursday that could accelerate data center connections to the grid while limiting costs passed on to other customers; TD Cowen said it expects developers to bear more of those connection costs directly.

Why it matters: With Arizona utilities needing to double a century of infrastructure within four to five years and three states already pulling back tax breaks, data center developers will likely absorb more direct connection costs and face stricter local scrutiny — a shift that could push the AI buildout toward less-regulated markets where water and grid safeguards are weaker.
