- Sen. Mike Rounds (R-S.D.) said Sunday that the late Sen. Lindsey Graham (R-S.C.) "really felt he was making great strides" on a Russia sanctions bill before his death at age 71 from a "brief and sudden illness."
- Rounds said he and Graham were together at the NATO summit in Ankara, Turkey shortly before Graham's death, underscoring how recent their collaboration on the bill was.
Why it matters: Graham's death removes the bill's most prominent GOP champion at a moment when, per Rounds, it was gaining bipartisan momentum. The legislation now needs a new Senate driver or risks stalling without its lead advocate.
