NSF testing new Ph.D. model giving trainees academic and industry experience

- NSF will spend $47 million over five years to support more than 250 students in four-year Ph.D. programs jointly funded by universities and industry partners, with each student spending at least one year conducting research at a company site.
- UIDP is leading the Industry-Integrated PhD (I-PhD) Scholars Program with about 30 university-industry pairs, including UC San Diego, Northwestern, Purdue, Columbia, Agilent Technologies, DuPont, and Bayer's Crop Science division — all of whom have signed letters of intent but no final agreements.
- Industry partners must contribute at least $100,000 per student (including $25,000 upfront), while NSF and companies cover students in years two through four with a $37,000 stipend, $16,000 for tuition, and $22,000 for additional expenses.
- UIDP began developing the pilot in 2021 after NSF data showed life science Ph.D.s headed to industry jumped from 25% in 2010 to 49% in 2021, while academic-bound graduates dropped from 49% to 31%.
- Michael Kratsios, Trump's science adviser and OSTP director, framed the program as delivering on the White House's newly unveiled "Golden Age of American Science" blueprint, even though UIDP's planning predates the administration's funding disruptions.
- Donna Ginther, a University of Kansas labor economist, welcomed the pilot as "a good thing" but cautioned it "shouldn't be the only option," while UIDP left thorny IP and publication questions to each university-industry pair to negotiate individually.
Why it matters: With 250 future Ph.D.s spending a year inside companies, the program trains early-career scientists for jobs where half of life science graduates already land — a structural shift that could reshape graduate education's academic bias. Federal science funding is simultaneously being cut and frozen, making the $47 million infusion notable even as broader training grants have been terminated. Companies gain first crack at talent and pre-publication findings; universities risk losing IP leverage, since UIDP explicitly declined to set uniform rules.
