Why it matters: The geographic concentration means 83 of Nebraska's 93 counties are still on the outside of a revenue stream that helped O'Neill fund a $13.2 million school build — and with a 2025 proposal to nearly double the per-megawatt rate now dead, the inequality baked into the system is unlikely to ease. At the same time, county-level moratoriums are slowing siting just as utilities warn of an energy crunch driven by data centers and electrification.
