- Ukraine reported a 'stable connection' to Starlink and Starshield on October 24, 2026, with Defence Minister Yevgeniy Khmara noting restored speeds critical for drone operations and frontline logistics.
- Elon Musk stated he was responsible for the Starlink speed restriction in Ukraine, according to CBC and India Today, while maintaining that disruptions were not due to SpaceX but U.S. government policy.
- Donald Trump said on October 23 he would speak with Elon Musk if Ukraine faced Starlink issues, after previously claiming Musk had already restored access.
- Yevgeniy Khmara credited President Zelensky’s 'firm stance' for the restoration, emphasizing the importance of reliable connectivity for drone defense and military communications.
- Starlink/Starshield network performance is now sufficient for Ukraine’s military needs, with monitoring systems registering stable speeds above 400 km/h during the night of October 23–24.
- U.S. government faced accusations from President Zelensky of failing to warn Ukraine of missile strikes and limiting Starlink capabilities, a claim Elon Musk echoed by deflecting blame from SpaceX to Washington.
Why it matters: Ukraine’s military depends on high-speed satellite internet for drone warfare and real-time defense coordination; any throttling directly degrades battlefield effectiveness. The dispute exposes a strategic vulnerability: control over critical war infrastructure lies with a private U.S. company and political actors who can influence access, creating risk of sudden operational disruption during active combat.
