Anthropic Restores Fable 5 After US Lifts Export Ban

- Anthropic said it received notice that the Department of Commerce lifted export controls on Claude Fable 5 and Mythos 5, and will begin restoring access Wednesday on its own platforms to users globally.

- Anthropic trained an improved safety classifier that blocks the specific jailbreak technique described in the Amazon report in over 99% of cases, routing any blocked Fable 5 request to Opus 4.8 instead.
- Anthropic committed to a slate of new government-coordination measures: pre-release evaluation access for national-security-relevant models, rapid jailbreak information sharing, and a shared voluntary security and evaluation standard it plans to build with other AI labs.
- Anthropic is partnering with Amazon, Microsoft, Google, and members of its Project Glasswing program on a four-category framework for assessing jailbreak severity — capability gain, breadth, ease of weaponization, and discoverability — and will soon debut a HackerOne submission program for Fable 5.

- The original export-control directive, issued via a Friday evening ultimatum in early June, had barred any foreign national — including non-US staff at enterprise clients and many of Anthropic's own employees — from using either Fable 5 or Mythos 5.
Why it matters: The export ban's removal lands as Anthropic prepares for an IPO and has spent months feuding with the government over a supply chain risk designation, so restored global Fable 5 access removes a major commercial headwind right when the company needs unrestricted distribution for a public offering. Anthropic is also positioning itself — with explicit government cooperation — as the convener of a voluntary frontier-model safety standard, giving it outsized influence over how jailbreaks are defined and disclosed industry-wide.
