Why it matters: Chelsea have now closed parallel proceedings with all three regulators (FA, Premier League, UEFA) over the same Abramovich-era breaches, paying combined fines of roughly £28.6m. Replacing a suspended six-point deduction with a suspended transfer ban spares Chelsea on-field punishment — a contrast Sky Sports' Kaveh Solhekol flagged will frustrate fans of rival clubs that took real points hits for smaller infractions.
