- Serhii Beskrestnov, a key adviser to President Zelensky, told the BBC that Ukrainians have died because US intelligence warnings of incoming Russian ballistic missile strikes have been incomplete and inconsistent, with one recent warning arriving only one minute before impact.
- President Zelensky wrote on social media that two ballistic missiles struck Kyiv overnight, the first without any warning and the second with only minimal time to take shelter.
- Starshield restricted mobile units to a maximum connection speed of 100mph (160km/h) last week, limiting Ukraine's ability to shoot down incoming drones and launch mid-range drone attacks into Russian-occupied territory, according to Beskrestnov.
- Elon Musk said the US government ultimately controls access to Starshield, which was designed for the Pentagon; Trump has denied involvement in any restrictions.
- Secretary of State Marco Rubio said there had been no "pause" to intelligence sharing, attributing any issues to a "software problem" with Ukraine's early warning system, while a White House official likewise said there have been no changes.
- The Trump administration is, according to Beskrestnov, "probably" deliberately restricting both intelligence sharing and Starlink connectivity simultaneously to pressure Ukraine into negotiating with Russia; the intelligence interruption was first reported last week amid a dispute over Ukraine's imports of Russian oil.
- Ukraine is urgently exploring alternative communication systems to replace Starlink for air defense, inter-force coordination, and civilian use because Kyiv cannot predict future US restrictions, Beskrestnov said.
Why it matters: The White House and Rubio publicly deny any policy change, yet Beskrestnov says Ukrainians have died and one missile warning came just one minute before impact — meaning either US warning systems are degrading in practice or denials are masking deliberate leverage over Kyiv's Russian oil imports. Either way, Ukraine is already scrambling for non-US alternatives to both intelligence feeds and Starlink.
