- Andrew Cuomo is leading the OKX-ICE joint venture to build infrastructure connecting traditional and digital markets, bringing experience as New York's 56th governor, state attorney general, and HUD Secretary.
- Intercontinental Exchange and OKX plan to seek regulatory approval for the venture to operate as a U.S.-registered broker-dealer and futures commission merchant, giving OKX's 120 million users access to ICE futures and NYSE tokenized equities.
- The venture extends ICE's strategic investment in OKX at a $25 billion valuation announced in March, and follows ICE's digital-asset bets including backing Bakkt and a $2 billion investment in prediction market Polymarket valued up to $10 billion.
- Cuomo began working with OKX in 2023 and framed the partnership as defining 'how well innovation and government regulation can move forward together.'
- Trabue Bland, senior VP at ICE, called the venture 'a step towards building the infrastructure that will define how global markets operate in the decades ahead.'
Why it matters: If approved, the venture gives OKX's 120 million users a regulated U.S. on-ramp to ICE futures and tokenized NYSE equities, while ICE plants its flag at the center of blockchain-based traditional finance. The dual broker-dealer and FCM structure puts SEC and CFTC gatekeepers in the critical path.
