Meta's Content Seal Misses Most Cropped AI Images

- Meta rolled out Content Seal in July, an invisible watermarking system for images produced by its new Muse model, responding to a March Oversight Board call to "employ its own tools" against deceptive AI content.
- Content Seal functions similarly to Google's SynthID — embedding a hidden watermark that survives cropping, compression, resizing, and screenshots — but detection currently requires a separate web tool with daily rate limits rather than integration into Meta's AI products.
- Reuters testing found Content Seal failed to detect more than half of Muse-generated images after they were cropped, and the author's own Muse test image was not flagged by Gemini or the official C2PA detection portal.
- Content Seal only covers images from Meta's newest Muse model, leaving content from older Meta AI tools undetectable, and support for generated video is not yet available though Meta says it is "coming soon."
- OpenAI has already adopted Google's SynthID, and Meta itself sits on the C2PA steering committee — making its decision to build a parallel system rather than adopt the existing standard notable.
- Instagram head Adam Mosseri said on Lenny Rachitsky's podcast that AI content should not be filtered from feeds while suggesting authenticity will grow more valuable, a stance that raises questions about how seriously Meta treats its own labeling system.
Why it matters: Three years after launching AI image generation in 2023, Meta still cannot detect most of its own manipulated outputs across platforms, and Reuters found the new Content Seal misses over half of cropped images — meaning platforms relying on Meta's tool to label AI content get weaker protection than if they had simply adopted SynthID.
