- Moscow restaurant bombing killed at least 5 people and injured 21, per ABC News coverage of the explosion at an Italian restaurant.
- Russia's embassy in Rome blamed Ukraine for the attack, according to AP News, while a security expert told Fox News the bombing exposes gaps around Putin's military elite.
Why it matters: The Russian government is publicly attributing a deadly Moscow bombing to Ukraine rather than acknowledging a domestic security failure, while an external expert assessment frames it as exactly that — a penetration of security around military-elite targets in the capital. The competing narratives mean the same event will be read as foreign attack or internal vulnerability depending on the audience.
