Tesla Mass-Produces Cybercabs Before Solving FSD

- Tesla is ramping Cybercab production at Giga Texas, with more than 100 steering-wheel-less two-seaters spotted in outbound lots since the first unit rolled off in February and continuous production was confirmed on the Q1 2026 earnings call.
- Tesla designed the Cybercab to self-certify against all Federal Motor Vehicle Safety Standards, sidestepping NHTSA's 2,500-unit annual cap on exemption vehicles and removing the regulatory ceiling on scale.
- Tesla's Robotaxi service in Austin remains tiny a year after launch — city officials peg the fleet at roughly 50 vehicles, while Electrek's tracking shows the unsupervised portion has shrunk from a peak of about 25 to roughly 14 active cars, even as small geofences were added in Dallas, Houston, and a Miami sliver (Tesla's first market outside Texas).
- Musk told investors on the Q1 2026 earnings call that safety validation — not cars — is the limiting factor, holding back expansion until a rewritten FSD v15 arrives (now targeted for end of 2026 or early 2027), and conceded Robotaxi "likely will not see material revenue until at least 2027."
- Tesla's supervised fleet has been crashing at roughly four times the rate of an average human driver, with a string of crashes reported to NHTSA in Austin.
- Tesla's cameras-only architecture — no radar or lidar — remains unproven at scale; the companies actually running driverless service at scale use radar and lidar, and a year into the Robotaxi program, Tesla's deployment is not a ringing endorsement of the vision-only approach.
Why it matters: Every Cybercab Tesla builds does nothing to close the software gap that caps its Robotaxi service. With Musk conceding no material Robotaxi revenue until at least 2027 and Tesla's supervised fleet crashing at roughly four times the human rate, Tesla is stockpiling inventory for a service bottlenecked by safety validation, not assembly-line throughput — turning the Cybercab ramp into a bet on FSD v15 that Tesla has been making versions of since 2016.
