Industry groups gutted Louisiana air monitoring for years

- A Floodlight/Guardian analysis found 10 of Louisiana's top 25 industrial air polluters — identified via self-reported EPA emissions data — operate without a single public air monitor within five miles, and the three chemicals (ethylene oxide, chloroprene, formaldehyde) that researchers say account for the large majority of total cancer risk in the corridor are not monitored by the state at all.
- CF Industries' Donaldsonville plant releases more than 7 million pounds of ammonia annually, yet no public monitor in Louisiana measures ammonia, per EPA toxics release data.

- The Louisiana Department of Environmental Quality has lost four air monitoring stations since 2020 and its air monitoring division's expenditures fell nearly 15% between 2020 and 2026 — more than one-third adjusted for inflation — while the EPA's 26 national toxics air monitors include none in Louisiana or Texas.
- Former state senator Cleo Fields (now a U.S. representative) and current senator Royce Duplessis repeatedly introduced fenceline monitoring bills that died against industry opposition; similar CAMRA-style restrictions have since been introduced in Kentucky, Ohio and West Virginia, suggesting a multi-state strategy.
Why it matters: Louisiana's industrial corridor between Baton Rouge and New Orleans has some of the nation's highest cancer rates from toxic air, yet the state's network has 10 of its top 25 polluters beyond any public monitor and three carcinogens driving most cancer risk go entirely untested. By helping draft CAMRA, the Louisiana Chemistry Association converted community-gathered monitoring data — the only affordable option for residents like Kimbrelle Kyereh — into legally unusable evidence, shifting enforcement power away from fenceline communities.
