China coal-methane emissions limited by mine shifts

- Zhang et al. estimate China's coal-mine methane (CMM) emissions rose from ~5m tonnes in 2000 to ~24m tonnes in 2023 — with a dip to 15m tonnes in 2016 — using mine-level gas data from 2011 and 2023 to model emission factors.
- The study attributes the slower-than-expected growth to a geographic shift: production moved from high-emission southwestern provinces (Guizhou, Sichuan, Yunnan) to lower-emission northern regions, with Shanxi alone emitting ~8m tonnes in 2021, roughly half of China's CMM total.
- Methane capture for energy use nearly tripled from 1.2m tonnes in 2008 to 3.7m tonnes in 2020, cutting total CMM emissions by 17% in that year.
- Abandoned coal mines released 4.8m tonnes of methane in 2020 — about 25% of total CMM emissions — a source the researchers flag as likely to persist even as active production is cleaned up.
- The Ministry of Ecology and Environment revised standards mandating capture and use of methane with concentrations above 8%, down from a previous 30% threshold, alongside financial incentives for CMM reductions.
- Small-scale coal mines producing under 300,000 tonnes per year face closure or consolidation, with the study projecting continued declines in per-tonne emissions as large low-emission mines in Xinjiang and Inner Mongolia expand under China's 2023 national methane action plan.
Why it matters: China accounts for more than 10% of global human methane emissions, and the study shows structural shifts in where coal is mined — not just policy — have kept emissions growth in check. But the 4.8m tonnes leaking annually from abandoned mines, a quarter of the CMM total, shows the limits of production-side fixes if mine closures aren't paired with legacy-site remediation.
