Europe's Rivers Hit Record Lows, Forcing Nuclear Shutdown

- Rhine River levels at Cologne and Lobith dropped lower than at any point since records began, with Germany's Low Water Information System (NIWIS) reporting 44% of Rhine measuring stations and 78% of Danube stations at extremely low levels at end of July.
- Rhine navigable depth at the Kaub chokepoint near Koblenz fell to 25cm on Friday — matching the 2018 record — prompting Martin Wolters of the Rhine Waterways and Shipping Authority to warn that cargo must be spread across more vessels to keep shipping moving.
- Danube waters fell to their lowest levels in 30 years in several countries, forcing Hungary to shut down its only nuclear power plant; PM Peter Magyar said on Monday: "We don't know when we will be able to restart [the plant]."
- Serbia cut output at coal-fired power plants due to disrupted cooling, and Romania carried out a controlled explosion on a large Danube bank rock to increase waterflow to the Cernavoda nuclear power plant.
- Italy's Po River hit a historic low near Cremona in late July, with authorities raising the drought alert to "high" across the entire Po Valley; saltwater intrusion from the sea has disrupted irrigation for farmers using Po water.
- The EU's Drought Observatories said drought conditions remained stable and critical across most of Europe and worsened in central-western Europe in mid-July, with renewed heatwave conditions forecast to push temperatures above 40C for at least another week.
- A World Weather Attribution study found no clear long-term trend toward lower rainfall across much of Europe, but said human-caused climate change is increasing evaporation through higher temperatures, making drought conditions more likely.
Why it matters: Europe's river systems are simultaneously failing at infrastructure-critical points: Hungary has lost its sole nuclear power source, Romania and Serbia are scrambling to keep plants cooling, and Rhine shipping — which moves heavy industrial cargo — faces costly load restrictions. The cascading failures hit energy and supply chains at once, with no end in sight as a renewed heatwave extends the crisis.
